Based in Cambourne, it forms the lower part of the two tier system of local government in the district, below Cambridgeshire County Council. The district council provides services such as waste collection and recycling, local planning and housing services, environmental health services and council tax collection.〔(【引用サイトリンク】title=About the Council )〕 The district was formed in 1973 under the Local Government Act 1972 and took over powers from the former Chesterton Rural District and South Cambridgeshire Rural District on 1 April 1974. The council consists of 57 councillors, representing 34 electoral wards. The Conservative Party currently has a majority on the council, having gained control in the 2007 local elections. Prior to this, no party had overall control of the council, although independents formed the majority of the council from its formation in 1973 until 1992. Councillors are elected to four year terms, and elections for a third of all councillors take place in three years out of a four-year cycle, with one year without an election.
